What’s the difference?

The Shag – is built on cropped layers that frame the face and create volume. It works especially well with a curtain fringe blended into the face-framing layers, and it holds more volume around the face than a wolf cut does.

The Wolf – is less about a fixed shape and more about movement with choppy, shorter layers from the crown cascading to the back, with a deliberately longer base layer that creates a subtle mullet effect. It works short or long, and has a lot of flexibility depending on your hair type.
